I bought my plates and carrier from them. The seem to be decent plates. And the carrier is nice. Obviously they're not light since they're steel. But it's better than nothing. I paid less than $200 (for carrier AND plates) with the promotion they had at the time plus the coupon code I found.

Yeah I don't know how they're claiming NIJ cert.

I don't think it's any kind of hybrid, it's just pure PE.

Those are all the rage with the yootoob tards lately.

They're using something like it on the page:

Level IV with "starburst" logo.

1.3" thick? That seems excessive but I don't know much about armor. I have a pair of curved IV ceramics that are girthy but not that girthy.

I ain't a trademark attorney, but looking at the NIJ Listed Model registration, I bet they'll successfully claim ignorance on it. CJTEC talks about the mark a lot, so at this point I think they can't even do anything about a company straight up lying and saying "NIJ certified".
