Kentucky State Police used to wear the subdued urban camo BDUs when I was a kid. I've always liked the pattern and have a couple sets I bought at a gun show a decade ago but I haven't seen it in years. Google searches have turned up nothing.

Does anyone know if there is a company still making anything in this pattern?

Probably not around anymore.  However, back in the day, the teams used to use black dye on woodland camo with pretty much the same results.

Not woodland, but crye makes a similar version of multicam

Plenty of the digital subdued urban but not much of the original (woodland pattern using different colors).

Dyeing faded woodland BDUs is your best bet other than ebay.

Yeah, I haven't hardly seen any of it around, even at the gun shows.  I see the brighter white/black/grey "woodland" style, but not the subdued.  Might be able to dye some of those for the desired effect.  Closest out right now might be Multicam Black, or a couple of the Kryptek offerings, but again those aren't the "woodland" pattern.

I think China was using a uniform similar to that old "urban woodland" in the late 90s-early 2000s. Might search ebay for Chinese paramilitary police uniforms.

Sizing will be a crapshoot.
