I have searched the web to try and find an answer.

I have an old youth 22 rifle that I SBR'd many years ago.  Is it legal to chop the stock down and make a "birds head" grip?

A rifle without a stock is still a rifle, you can do whatever you want with it.

It would be a weapon made from a rifle, with a barrel length <16" and/or OAL <26". That would still be an SBR, so you're GTG.
