My question is:
If I build and register a 5.56mm 10.5" SBR, can I use that NFA lower with different short-barreled uppers, like for example, a 11", dedicated 22RF upper or 12.5" 5.56mm?

Yeah, just don't get rid of the upper that you made the SBR with. If you do, you'll need to update the ATF with the new barrel length/caliber.

The paperwork matching would only affect a future transfer. Reporting isn't "required".

If you change it to a 20mm anti-tank rifle it is no longer an SBR, it is now a DD (Destructive Device).
