After submitting the cancelation letter for a pending F4, how long does it typically take NFA Branch to cancel it? And how long do refunds take?

In the days of paper checks, you were looking at 6-8 weeks. I've heard newer reports of CC refunds taking less than 2 weeks.

Are you sure THEY are going to change an F4 to an F3? Typically you need to re-submit.

I don’t know... I just assumed that if the pending F4 is canceled, it will revert to whatever it was on previously.

It's never "on" anything. The form that gets used is simply dependent on who the transferee and transferor are.
