I'd look around for what you want from airsoft places. Dimensionally the fake rounds are the same.

That thing is two dollars worth of kydex, some fuel line, a few bolts and pic rail mount. Only police need quality of that magnitude.

looks like you should bring a dummy round or chalk round to the local place that makes holsters and show them a photo

Find a good kydex holster maker and commission them to do a run of like 20-25 to help pay for it. I'd glady pay 20 bucks plus shipping for one. I dunno why I never thought of that.
