Just wondering if a 07 FFL is needed for restorative work?  I have also heard that a 07 is needed if I decide to drill and tap a receiver, recrown, swap sights on a Glock, rebarrel a AR upper etc. Any truth to this?  I just got city hall to approve a home occupation permit for gunsmithing/FFL transfers and was going for the 01 license but I just want to make sure.

It is not if you do it for guns given to you by customers.  Don't do it for guns your business owns.

In addition to an 07FFL, if you are doing any machining operations you would need to pay ITAR each year.
