I am worried about buffer tubes in m4 style lowers vs 20 inch govt upper?

Uppers and lowers are independent of one another. As mentioned, you will need mags and ammo. Pinning the two together will give you a complete rifle...... or carbine, depending on how you look at it.

Yes, they will match, yes, they include the pins both take down and pivot, yes when you put them together you will have a complete firearm and yes you will need to pick up magazines and ammo, then you take it out and shoot the shit out of it and have fun.

Good buy, pick it up and have fun, no other questions required.

The only difference is if it's a A2 rifle extension verses carbine extension, when buffers matter. You've got a carbine milspec tube so all you do is slap the two pins together and you're ready to fire. It's really simple and you'll see. Then you'll want more.

Eta. Try the buffer that it came with. You'll be running rifle gas so you may not even want to swap to a heavier buffer.
