Trying to help out a buddy in Delaware who is facing potential mag capacity restrictions.  What’s out there in 15 round capacity besides E-Landers that are out of stock everywhere?  Thanks in advance for any input.

That sucks -  I started buying stuff in DE back in the early 90s and it was freedom after growing up in NJ.  Got most of the cool "pre-89" imported stuff there back in the day.

I think the best bet here is to have him get whatever mags he likes the best and then add a dowel thru trial and error and then full epoxy the floorplate so it is permanent so the mags are limited to 15 rds.

This is how they did things in NJ for a long time.

Both Lancer Mags (For Lancer A5 Mags) and Taran Tactical (for P-Mags) make +5 baseplates that will work on Ten Round Mags taht will turn them in 15 rounders.

They are not cheap, but they might be a solution.

Alternatively Lancer also makes a 5 round limiting floor plate, that should work on Lancer 20 round mags and reduce them to 15 rounds.

Magpul has the same for P mags

Magpul M3 20-rounders with their 5-round limiter floor plates.

You could probably drive a pin through it so that it's not removable.

Strike industries also makes a +5 round base plate, but I have not tried them out, especially with heavier .300blk rounds.

Hexmag makes 15/30s.

I don't like Hexmag. I think they're cheap and ugly and I seem to recall some behind the scenes garbage with the company. Rumor has it the Gen 2s are much improved on the Gen 1s but I'll never pay money for another Hexmag.

That said, sometimes you have to take what you can get.
