Came upon 100 rds or so. TW, LC and WCC headstamps. 68-76. The casings don't have annealing.
Is this normal for that time?

No, not normal. Possibly reloads or someone ran them through a tumbler. Can you post pics? Especially of the base of the cartridges to show if there are primer crimps and colored sealants...

They definitely have crimps and primer sealant. I looked at some photos online of Vietnam era 5.56 and there was no visible annealing.

Upon closer inspection, there is annealing, but
it's very faint, I'm guessing it wasn't stored in very optimal conditions

After almost 45 years or so, I’d think the annealing would be hardly visible, but that depends on the storage, was it handled a lot, etc. I’ve shot some from early 70’s with no issues though.
