Does anyone sell an 22 cal complete upper in a short length?

.22 caliber as in .22lr? Or .22WMR? or .223? Assuming you're asking about .22lr (or WMR) being this is posted in the Rimfire section. I've seen factory SBR/short barrel complete (.22lr) upper offerings from the following:

Palmetto State
CMMG
CORE
TacSol
Chiappa
Spikes

I'd guess there are several more.

CMMG makes nice ones, 4.5" and up. Current ship time listed as up to 20+ weeks. An associate ordered one in January, so only two months in on the wait now. RightToBear.com as sells them under their own brand, OOS of course. You can make your own if you can find a barrel. No gas, so easy. CMMG bolt (with barrel collar), any stripped upper and a hand guard (optional, really) is all you need. No receiver extension required, so run with an end cap, folding brace, or whatever you like. Make a pistol, make a rifle, make an SBR.

Or you could build your own.

Nordic components has 9" barrel upper.

Nordic Components sell a 9” upper as well as the CMMG 9” and 4.5” uppers.

Right to bear sell 9” and 4.5” barrels plus 22 bolts to assemble your own upper.

You are looking for a .22LR PISTOL upper.......... to build a SBR...(short barrel rifle)  ??

 And the answer if that is the question is  YES....a number of companies sell complete .22LR uppers.

So.....what brand of lower/mags are you going to use ??

Yes; to go on a registered lower. CMMG/Blackdog  type mags, ones that fit in a standard ar lower.
