Red filter and FM54 (white light diffuser) shouldn't cause noticeable eye damage for short bursts at close range. Extreme bright lights are meant as a tactical tool not only for threat ID and down range illumination, but also for distracting an opponent. That said, shining an M951 (incandescent I am presuming?) for a full battery load (about 1 hour) in the eyes at 5 feet may cause damage.....so my suggestion would be to not torture someone like that. Most will turn away from very bright light (hence causing distraction) and have momentary difficulty adjusting to various light levels due to the effect on the retina.
