Hi! I'm sorta building a quasi Filipino MSSR build using a C7/A1E1 style upper and I was wondering what the lowest carry handle mount would be? no goose neck, but one that has the rail or rings on the carry handle, the scope I will be using is the 30mm Vortex LPVO I just bought off a friend of mine. worst case scenario I just get a standard one and some low rings but I'm wondering what some of y'all know?

You're not going to like it. Even red dots mounted with the lowest rings are too high on carry handle mounts.

Iron sight centerlines are a nominal 1.5". Putting a rail on the carry handle (.5") and another .823"+ gets your scope centerline over 2.5" high. It's impossible to get a good cheek weld.

I own a 1981 Colt SP-1 with an original 3x Colt scope that looks cool, but sucks in practice. I have a more modern Blackhawk down style M forgery with an Aimpoint 9000SC mounted on a carry handle rail. Same issue. Looks cool, but the scope centerline is too high.

Ideal scope heights (ring centerlines) for me are anywhere between 1.350" and 1.5" above a flat top rail. 1.4" being a great compromise. Red dot sights can be anywhere from 1.5 to a 1.93" scope centerline above the rail.

It is possible to make anything work nowadays and precisely establish a scope height the is perfect for you. I doubt anyone will ever pick 2.5" as their ideal.

For the record:

from Wikipedia:
The first generation MSSR was deployed in 1996 as an M16A1 with a Tasco variable 3-9 x 40 mm rubber-coated scope on a DPMS Tri-mount atop the carry handle.[7] This required a Delta HBAR cheek piece on the stock to align the operator's eye with the elevated scope position.[7] The standard handguards were replaced with a free-floating aluminum forearm, and a Harris folding bipod was attached to the underside of the forearm. The standard M16A1 barrel was replaced with a free-floated 24" (68 cm) DPMS Heavy Stainless Steel Ultra Match barrel with a 1 in 8.5" right-hand twist, with an M16A1 front sight base.[7] A J&P match trigger was installed, which is later used in the second and third generation versions.[7]

My Google-fu is failing me on what a DPMS Tri-mount is, though...

The tri-rail has to go on the carry handle, like this one on gunbroker.
