I don't think this needs total refinishing but what I could I use to touch up these mags?

CRC dry PTFE lube or is there a better product?

What spray to touch-up black teflon?

Not sure a touch up will blend well. Likely best off doing a total refinish.

This is the correct shit for dry film lube.  Not sure what would work on teflon.
