Those are forge marks just like forge codes on uppers. No way to tell who finished them out. Most F marked bases have a capital F stamped on them.

Forge code markings as stated.
FWIW, Colt no longer stamps an F on theirs. I have 2 DSA bbls without FSB F stamp also. All are proper F height, just not marked. |
