Yep, to charge the rig, pull the Charging handle all the way back, and let it go.
The bolt has to close with round being pushed forward with enough speed/force, that it snaps the extractor over the rim, then spins the bolt lugs to lock them in play.
Hence to see if the bolt is correctly locked up to start with, look at the front edge of the carrier of the B/C, and make sure it tight against the back face of the barrel extension. If you walk the Charging handle forward to load a round, bolt will not lock up correctly/extractor will not be over case rim to lock onto it, and your going to have a gap between the carrier/back of barrel telling you the problem.
Also, confirm that when you pull the charging handle all the way back, front face of bolt lugs are about 1/8"~1/4" in front of back edge of ejection port with handle pulled all the way back. If bolt is coming farther back than this, then wrong length buffer tube in play, as well as same for bolt not coming back far enough, which could be either buffer, recoil spring, or receiver extension not deep enough..
