Personally, from past experience with both manufacturer's ammunition, I would rate them as equal.

If I had to choose, I would pick the Bulgarian made ammunition for political reasons.

Points to consider:

It is unknown if the Barnaul is sealed or if the cases are lacquered or poly-coated (often mistaken for lacquered). If unsealed and poly-coated, I'd definitely pass on it.

While the sealed spam cans are great for long term storage, they are heavy, awkward, and a pain to open. 500 rounds in a USGI 7.62 ammo can is much easier to handle and store.

Whichever is cheaper. Neither is corrosive. If you buy the can you won’t want to open it so you’ll end up buying ammo to shoot anyway.
