If I buy a flat and bend it into a receiver, drill it and weld it, it is then a US made receiver.

If I buy a polish 80%, drill and dremel it into a receiver, is it then a US made receiver, or still an imported part?

My gut says imported part, but it wasn't a receiver when it was imported, nor was the steel used to make a flat.

Yes.
"80%" is not a receiver. Making it into a finished receiver here is the same as making it in the USA from scratch, albeit out of foreign raw materials.
