when registering and SBR with the ATF does the muzzle device count as part of the barrel lenght?

If it is pinned, as in permanently attached, yes.

For the overall length I just measure from the muzzle device to the end of the stock fully extended. For just the barrel length only measure the barrel with no muzzle device. For instance I have an 11.5" barrel SBR with an overall length of 31". You don't have to be exact with your numbers though, as long as it's within an inch you are good to go.

I always add 19" to the barrel length to write in the OAL, because it's a simple way to figure things

Correct.  The measurement you put on the form should not include the muzzle device.

I'm sure an ATF agent will taken out his measuring tape on your registered SBR to make sure it is within 1/2" of what you put on the form.

Thanks for the correction. For a title I firearm, can a shotgun or rifle be less than 26" in length with the stock folded or collapsed?

Measurements taken while a stock is folded / collapsed are NOT LEGAL! Unfold or extend the stock and that is when you get out the tape measure .. not before.

Here it is right from the BATF NFA Handbook. Just so there is no question. Confused yet? The two statements in the handbook concerning overall length seem to contradict one another. "Extreme ends" to me indicates that the removable flash-hider should be installed and included in the measurement, while "muzzle of the barrel" in the other statement indicates to me that the removable flash-hider should be removed for the measurement.




The overall length of a firearm is the distance between the muzzle of the barrel and the rearmost portion of the weapon measured on a line parallel to the axis of the bore.

The overall length of a weapon made from a shotgun or rifle is the distance between the extreme ends of the weapon measured along a line parallel to the center line of the bore.


The ATF procedure for measuring barrel length is to measure from the closed bolt (or breech-face) to the furthermost end of the barrel or permanently attached muzzle device. Permanent methods of
attachment include full-fusion gas or electric steel-seam welding, high-temperature (1100°F) silver soldering, or blind pinning with the pin head welded over. Barrels are measured by inserting a dowel rod
into the barrel until the rod stops against the bolt or breech-face. The rod is then marked at the furthermost end of the barrel or permanently attached muzzle device, withdrawn from the barrel, and
measured.
