You can assume that the B-West recievered rifles have not been heat treated at all. Thier US recievered rifles were probably an attempt to liquadate thier stock of parts after the ban went into effect. As far as I know all B-West built rifles on B-West recievers were preban. There was a batch of recievers built by B-West that were held in in legal limbo or something of that sort until about three or four years ago when they were sold, this was the only known occasion where B-West recievers were sold in significant numbers, so any kit build on a B-West reciever should be considered post-ban therefore subject to 922r.
The B-West imported guns were made in China on Chinese recievers and would be marked as such, thier self US Assembled guns were assembled from Chinese parts.
ETA: As far as heat treating, the only B-West recievers I have heard of being heat treated in anyway were the batch that were sold a few years ago as stripped recievers, the dealer who sold them offered a heat treating service for them at a very reasonable price. If you have a factory built B-West rifle you can safely assume that it is completely free of heat treating, it should be OK for lite duty use but if you decide to start putting thousands of rounds a year through it you will get badly worn pin holes.
