i.e. a target that moves inconsistently by itself or when you shoot it.  Anyone know of anything like this?

Not really.

There are allot of moving targets but none that move randomly. At least none that I know of. There are several systems that do move randomly but you need another person to operate it.

Check the I-net under "reactive" targets.  

"Reactionary targets" would be someone like Rush Limbaugh or Bin Ladin.

An idea:

Get several large balloons (12"+/- ), tie them to 4' long string, tie the strings to a longer string which is horizontal between supports, go shooting when the wind is slightly blowing (<5mph).

Put a small splash of water in the balloons if they need some ballast.

I was getting read to post a similar message.  In fact, since a part if "reactionary" is resistance to change and a desire to return to old ways, a "reactionary target" would be almost the opposite of the desired product (i.e. a reactive target).

They used to have that shooting cube a while back.  You shoot it and it tumbles a distance, forcing change in range etc...  It claimed to be made of some polymer material that would take an assload of hits before it was unuseable.

I am also for shooting balloons in the wind though if you want unpredictable movement while trying to shoot....

I have seen them made with a track, cable, and elec drill motor.  Needs to be operated by someone other that the shooter. The commercial ones are very expensive.  I think I saw one at the blackwater booth at shot show a few yrs back.

If you are shooting with a partner and the range allows you to.
Remote controled car.
Helium Ballon Party Pack (about 20 bucks for a tank and 50 ballons, streamers from party supply store Costco etc)

String up 3 different colors. and have you friend/partner operate the RC.
Their command they state "BLUE" and you shoot the blue ballon only.

My brother and I used to do this as kids in Maine with .22 LR, It was fun.
