Last week I sent a message to the Chemung County Sheriff's Office inquiring about a carry permit. I explained that I have a current SC permit that required a minimum of 8 hours training and the state & FBI background checks.
Still no word back from him...
BTW, I got a PA non-resident permit by sending a sheriff an application, a copy of my SC permit, and $20. I had the permit in a week. |

I wouldn't hold my breath if I were you. NYS has only grudgingly started to issue permits in some counties for part time residents after it went to court, or was threatened to go to court.
If you're a non-resident, non-business owner, your chances of getting a permit are slim to none. Even if you got one in Elmira by some miracle, it wouldn't be valid in NYC if you ever got down there - how many times have you seen in the news where some tourist with a valid permit in another state got busted with an otherwise legal handgun? |

PS - the days of getting a non-resident PA permit are over. I had one, but PA state law changed and you have to appear in person now, even to renew. The gun friendly counties will do it all with same day service, but no more mail. I renewed mine (in person) with no hassles. Juice is worth the squeeze if you want to carry in PA. YMMV |

Doesn't mean a damn thing here. If you meet some residency/property conditions, personal references, $125. and six or more months you MIGHT get a licenses to have a handgun in NY.....if it was NYC there'd be no chance. |

Hell one county even specified that the character witnesses all had to be residents of that same county too (not all counties stated that though). |

He just opened permits to bradford county pa residents. If op is going to get a permit, Chemung county will be the place for him to get it. Good luck op. I have plenty of friends that live in pa that are trying the same thing. It's about time a sheriff in ny got onboard. I wish sheriff Cole would get with the program. |
| It would be better for you to go down to the pistol permit office and talk directly to them when you are in Elmira. They have regular office hours and are very good to deal with. Last I knew you and your references had to be residents or you had to work or have a good reason if you resided in Pa in a neighboring county. I know they are swamped with apps right now. |
