Told hon FFL TRANSFERS ONLY. Five min later he responds

This gun cannot be transferred in NYS.  This is under the AWB otherwise I would be all for that.  I have nothing to hide, I’m not a criminal and not out to screw you over.  Like I said I will show you my id and proof I work somewhere that I’m finger printed.  I won’t tell anyone where I got it – well I don’t plan on telling anyone anything.  And obviously you wouldn’t ship it in it’s original box.  Though I would hope you would ship me the box.  You can ship barrels directly to a person.

Strip the lower down to a featureless lower and transfer through ffl. Then sell him a box of parts.

I don't doubt they will eventually run online stings en masse, but I doubt every person from NY on these sites is a cop right now.

It's probably some poor guy who has wanted this type of rifle before the ban and never thought of buying until the mad rush in December. By then it was just too late to get anything anywhere. He just hopes he can get something on the DL because he knows there is no way to prove he didn't have it before the ban.

Naturally though, I wouldn't expect anyone to put themselves out there to help someone they don't know. Just tell him you feel the pain too and to contact his representatives or give to the legal fund.

He seems well versed on the intricacies of this moronic law written by lobotomized chickens. He must have a stomach of iron and a special brain filter to keep from going bonkers reading that shit.

I'd have to guess that it would be illegal, merely from the fact that the law is gibberish in most places (intentionally) so you are wrong no matter what.

is it really worth the risk?

he wont tell you where he is fingerprinted cause he is a cop.....or the cops printed him!

bring it to an ffl.  let them transfer it.  some ffls will transfer a stripped lower.  sell him the other "parts"  transfer the stripped lower by an ffl.

dont risk it.  if you do, let us know how it went......

or can we just assume if we donot here from you for a while it is cause your lawyer said do not talk about the pending case?

You could meet him in PA to "look" at the rifle, however for him to take possession of the rifle, you (the seller) would have to deliver it to a FFL (and unless it was brick & mortar I would demand to see that Licenses) the it could be properly and legally transferred to the buyer.  Same thing as selling off the EE and shipping it to a dealer on the receiving end.  If you don't know for sure, don't do it.
edited to add  I base the "look" comment on someone that lives near the State line.

As others have said, any transfer outside of NY would have to go through an FFL. That's Federal law, not New York. Can't just go to PA to do the deal.   Sure, you might not get caught.......or you might......and then it's federal charge time.

Reading all this stuff is weird - I'm re-reading The Gulag Archipelago by Solzhenitsyn again. All these laws sound like the laws set up after the 1917 Commie revolution in Russia,  under which they sent millions to prison, the camps, or simply shot them. Vague laws that with the proper "dialectical" interpretation, could be used to arrest anybody for virtually anything.

Is this accident or intentional?

Don't do it man.  Just sell it out of state thru a FFL transfer.  Anything else and you are going to get bit on way or the other.  NOT WORTH THE RISK.  The law sucks, but right now they are out to make headlines, don't be one of them.
