I know that if you like in a state without the AWB Ruger throws in 3 30 round pmags with the gun. But since I live in NYS are they going to throw in 3 none pmag magazines?

You'll have to ditch the mags, but also somehow get a fixed stock and perm. attached muzzle brake

A New York Compliant version is available. No muzzle device and a fixed M4 style stock It comes with three 10 round mags that are not PMags. I'm not sure if the mags are aluminum or steel but they are metal bodied with polymer followers.

I heard they give you 3 tissues to cry into, while thinking about this sad, sad state of New York and it's gun laws.

I think Hanz has it right. A lot of companies have ban-compliant versions of their rifles for states like ours, and just ship them with 10 rounders.
