I am going to the Split Rock Pa gunshow Sunday. Just a question about long gun purchases
. If a gun is NY compliant can I just purchase it as if I was a Pa resident. Also my freind who I am going with has a home in Pa. Can I buy a non NY compliant gun and keep it in Pa ???

if you buy it and leave it in PA you just have to follow Pa laws(if there is any)

No, you cannot buy a gun in PA that you cannot own in NY, however, you can assemble one from parts to keep in PA.

Federal:
A person may only acquire a firearm within the person’s own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee's premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes.

[18 U.S.C. 922(a)(3) and (5), 922(b)(3), 27 CFR 478.29 and 478.30]

You cannot do FTF in PA, you must go through an FFL

Stripped lowers also cannot be transferred in person unless you're a resident of PA. They would have to be shipped to a FFL in NY for transfer to you.

Thats a PSP issue regarding sale of stripped lowers to the under 21 crowd and is very recent as far as I know.  I have not yet heard of that policy being implemented in this regard.

The PSP issue is separate from federal law which only permits a non-resident to transfer a rifle or shotgun in person from an out-of-state FFL with the additional provision that such transfers must be lawful in both states. This is nothing new but is being strictly enforced now with the change in the revised 4473 which has a box labeled "other" for stripped receivers and other "firearms" not classified as either a rifle or shotgun.

No, because stripped receivers are not classified as either a rifle or shotgun and can only be transferred in your state of residence. In addition under federal law you must also be at least 21 years old to purchase a stripped receiver from a FFL.

FYI - I moved to PA a few years ago and EVERY PA  FFL I have dealt with  crosses all the T's and dots ALL the I's.

Sometimes they even watch to make sure you print neatly.

I went to the Small Arms Review show in York, PA a few months ago (I'm a NY resident) and was able to buy a NY compliant rifle no problem.  However, I did see lots of signs on dealer tables attached to all of the rifles that we couldn't buy, saying "sorry, no sales to NY or NJ ID holders".

I have seen stripped lowers sold as long guns .223/5.56 as recently as the election time in PA by reputable dealers...for what its worth

Payback to NY gun owner's because of Bloomberg's BS stings. PA needs to pass a law against Bloomberg type stings like VA did. If Bloomberg pulls that shit in VA again his investigator's will be subject to arrest.

Ok I hit PAYDIRT !!! I was only in the door about 15 to 20 minutes and what do I see in a display rack but a Norinco preban AK47 underfolder with a underfolding spike bayonet!!!
After taking a quick look at it I could see it wasn't a safe queen but was in excellent shape. The hand guards are a little beat up but its tight and will clean up nice. He was asking $999.00 so from what I have been seeing in the EE It was a pretty good price.
I explained to him I was a NY resident . At first he said he couldn't sell it to me. Then he said he could sell it to me and I could take it now, after a long pause he said "hang on ,I need to check on something!!" [:// Finally he came back and said "I will sell it to you but I will have to ship it to a NY ffl !!"
My ffl isn't far away and does transfers for $25 so no problem ....done deal!!

I think I did pretty good considering the only other preban AK was another Norinco underfolder without the spike underfolder for $1500.00

It was a record for me at a gun show 20 minutes and I was out of cash.

I will definitely be back to the Pa gun shows.

Double underfolder for 1K––––––––––––––DUH––––––––––-He gave you that fucker and he should have gave it to you to go home with too. No need to ship to NY FFL but obviously he didn't know that and did it that way to cover his ass.

I wasnt pushing the matter either. I thought for like a second he was going to let me take it home. Then he started thinking about it. When he said he would ship it for free I couldnt argue.
He included a preban 30rd mag (chinese)
He also had a few preban ARs. No terrible pricing . Like $1100 for a complete M4 style Bushmaster . I was told that there was another Norinco underfolder for $1500 a couple tables over.

I routinely used to buy my long guns from a PA ffl even when I was a NY resident. Your 100 percent g2g. The only thing that other people reading this should be concious of is if your buying a new rifle, oviously make sure that the gun is NYS legal but also remember that if it comes with any included mags (30 rnders) , thats a no-go. Make sure you mention this to the dealer, if hes cool he should be willing to either cut a couple bucks off the total price, or at least set you up with some 10 rounders and mayber a box of ammo or whatever.
