The Supressor will not need to be permanently welded in order to be legal 
I am using a RRA Lower with an A2 Stock Or do basically all AR's have a Pistol GRip?

99% of AR's have pistol grips. You can rig it up without, but it looks dumb.
Any postban in NY has to have the muzzle brake/compensator permanently attached as they claim you could put a baby killing silencer/flash hider/or whatever scary fictional bullshit. If you go the preban route, the brake doesn't have to be perm attached on barrels 16"+. You would need the SBR stamp for a 14.5" without a perm attached hider and SBR's are illegal in NY.
