Can an old war time handgun that is not presently register, be legally registed to a licensed(pistol permit) person through an FFL, here in NY

The actual procedure which you must follow varies by county and must be followed even if it conflicts with the NYSP FAQ. You need to contact your pistol licensing agency before doing anything.

Q - May firearms dealers purchase handguns from individuals who possess them unlawfully,
such as war souvenirs, heirlooms, etc.?



Yes, provided that certain steps are taken.



Penal Law section 265.20 provides for the surrender of unlawfully possessed firearms,
without fear of prosecution, under certain circumstances. If an individual innocently
finds him or herself in possession of a handgun, this law provides amnesty from prosecution if the
weapons are voluntarily surrendered to a law enforcement agency.



Once the handgun has been surrendered, the receiving agency must investigate whether
the weapon is a nuisance property and must be destroyed. If this is not the case, then
the weapon may either be possessed by the person who surrendered it (if properly licensed)
or he/she may arrange for the sale of the weapon to a licensed firearms dealer.

You can legaly have it registered in your name too.  call the county sheriff's office and ask how. But be prepared to turn it in to evidence when you do. You will get it back eventually, but it will cost you a transfer fee.

I have done it and the last two responses are spot on, (as usual.)  I "found" the German pistol when my last parent died,
turned it in to the local precinct for a receipt.  6 weeks later after it "passed" I picked it up at Nassau Co PD for the
aforementioned transfer fee and had it added to my license.
