Is it still legal to purchase in NYS? I just saw this:

Sorry guys, don't know how to hot link it. Does this mean that after November 1st we(civis) will not be able to purchase? Can you guys clarify?

AFAIK even the Dimwits have ignored this dumb Bill in prior years. Some training courses held within NYS require the use of a protective vest in order to participate in the course. When will these dummies ever realize that laws don't prevent anyone from doing anything. Criminals by definition ignore the law and as always will simply ignore this law as well.    
JUSTIFICATION:  Body vests are utilized as a component of law enforcement uniforms as well as for military personnel. They are designed to
protect police officers, peace officers and military personnel from the
gun fire of suspects or other acts of gun crime. In many communities
throughout the state, law enforcement officials have seen a rise in the
sale of body vests to protect drug dealers and other criminals as they
conduct their illegal activity. By wearing body vests, criminals pose a
larger threat to law enforcement because, due to the protection the
vests afford them, they are more likely to flee the scene of a crime or
fire upon law enforcement. It has been brought to the attention of the
Legislature by district attorneys and law enforcement officials that a
rise in the sale and distribution of body vests is occurring amongst
drug dealers and others involved in the regular commission of crimes.
This bill attempts to protect our law enforcement officials by preventing criminals from obtaining body vests, thereby making them more
dangerous and more difficult to apprehend.

The way i read this bill is:  It is illegal to sell or purchase body armor IN NYS.  This does not effect the possession statute currently in effect (i believe its 270.20).  This bill merely adds a new section.  So put together you cannot buy or sell body armor in NY, but you can possess body armor in NY (as long as your not committing any felonies with guns).

Now this bill leaves up the question of whether you can buy a vest in another state and import it into NY.  Because technically you are not buying nor selling in NY and possession is still legal.  So who knows we can just put it in the pile with all the other ambiguous statutes relating to firearms in NY.

I believe the figure is 5 years for police vests (soft vests).  This is because police vests are exposed to warmth and moisture which degrades the material.
