I'm not to familiar to NY gun laws. I want to build my first AR and make it legal. Do i need a preban lower and upper? If i have a preban lower does that make new parts installed legal as well? Any help is appreciated.

there is a sticky at the top of the page that explains a lot. in short..if you have a preban lower then you can put any upper on it as long as it meets federal guidelines (non-NFA). post ban lowers are legal to build on as long as you only have one "evil feature" on an AR that will be the pistol grip so you won't be able to have an adjustable stock, bayo lug, flash hider, or threaded barrel
