Can a legal alien who resides in Suffolk, NY legally purchase a pump shotgun ? This person also owns a home.

If by "legal" you mean a resident alien who has resided for at least 90 days in NYS then the answer is yes. He is also eligible to get a NYS Pistol license.

In addition to a .gov pic ID, resident alien documentation he also needs to provide the FFL with three months of utility bills in his name for an address in NYS.
