I know basically no one from my county (Ontario) but the few people I do know I have only known for a few months (2-3 at most). I know that since I have not known these people for 5 years I can solely use them as my references but is it okay to use people you have only known for a few months as your references and then use people from your previous county that you have known for 5+ years? Or is this looked down upon?

Personally, I'd use the people who knew me the best and longest.  In fact, one of my character references was from out of my county.  I'd preview your counties requirements first though, I know some counties, (i.e. Broome) require the references to reside in the county.

In Ontario County you must have 4 references from in the county that have known you at least 5 years. I know no one in the county besides a few people who I've ran into from work that I've known 2-4 months. I then have to get 4 people from my previous county that I've known for over 5 years. I can get references from my previous county pretty easily.

After reading www.co.ontario.ny.us/coclerk/PistolPermits.html, it's pretty clear.  On your application  List 4 people you know in Ontario county and for how long and, in addition, list the 4 people from outside the county.  I realize you already know this but in my opinion I don't think any of this will be "looked down upon".   I'm guessing you are reluctant because you have not known these people for very long and are not sure how they would take being asked to be a character reference on your permit application.  I can't really help you there but as I see it, the limited time you have known them isn't going to hurt your pistol permit chances.  You're not in the best situation but unless you can wait until you have known these people longer you'll have to fill out the paperwork as directed.  Good luck.

That was the answer I was looking for. I'm not too worried about not being able to get them agree to sign but of the application getting rejected for not knowing them long enough.

I just heard back from the Chief Deputy from my county because last night I emailed them explaining my situation of not having references from Ontario county. (Lived in monroe county, started college in Onondaga county, and while in college parents moved to ontario county) and asked him if there was a way to solely use references from my previous county and they said:


Regarding your question about out of county references,

we will accept them in these cases. Please indicate this on

your application or by separate attachment.



It may cause us to do a more extensive background including a

neighborhood check or even a home visit.


Time to get the ball moving

There is no state requirement that a reference must be a resident of the county you reside in nor is there any requirement for a home visit or "neighborhood check". WTF is a  "neighborhood check" anyway?

I have no idea what a neighborhood check is but if that is what has to be done for me to get a permit let them start checking my neighborhood.

I'll make a WAG and say that a neighborhood check is something similar to what the feds do for security clearances...knock / call / door hangers for the houses surrounding your residence (or your previous residence in this case maybe?)

Yeah I figured that but I was hoping he asked them what they actually did.

It's a good thing crackheads don't need a NY pistol license to possess a concealed handgun. They'd never pass the neighborhood check.

wow I just thought of something...how about asking if you are addicted to any illegal substances whenever a gun is sold! That should work to keep guns out of the hands of criminals! ...or maybe we could just have a law that prohibits people from shooting other people without cause. ....oh...wait

yes but many counties don't subscribe to that whole "law" idea if it doesn't fit their agenda
