If I buy a GSG-5 if someone were to disassemble the mags completely would they be legal to ship into NY so that I could pin them to 10rds?

You can't possess a mag over 10 rounds unless it's preban, regardless of whether it's disassembled or not. I think you can have it shipped to your local FFL, and they can pin it, then give it to you. But I'm not 100% sure on that.

But if it was completely disassembled would it still be considered a mag is my question?

Yes. Just like a receiver is the firearm, the mag body is the magazine.
