I was just reading on another forum, that a guy a guy went to pick up a new gun from a dealer on LI and they couldn't sell it to him without the casing which was missing. They said they would have to fire it to get the casing before they could let him have it. I picked up a new HK usp-c recently and it didn't come with a spent shell. Is this an issue? |

It didn't come with a spent shell because your dealer had already turned it in to the NYSP. To read about the COBIS spent shell fiasco, go to this link: www.scopeny.org/pressCoBIS.html |

To be clear, NYSP's position is that only guns that come from a manufacturer directly to your FFL or from a distributor that regularly sells to NY must be tested. NIB pistols from FFLs outside of NY that are not distributors don't need to be tested. Of course, the law only requires that pistols coming from manufacturers and not distributors be tested, but since the NYSP feels like it can do whatever it wants to we need to comply. |
