If he is building it on a receiver that was not considered a "preban" under the expired Federal AWB (lawfully possessed on 09-13-1994) he is limited to one feature from this list: (i) a folding or telescoping stock; (ii) a pistol grip that protrudes conspicuously beneath the action of the weapon; (iii) a bayonet mount; (iv) a flash suppressor or threaded barrel designed to accommodate a flash suppressor; (v) a grenade launcher; Magazines are restricted to 10 rounds unless the mag was manufactured prior to 09-14-1994. Assault weapons are banned in NYC, and the cities of Albany (without a license), Buffalo and Rochester. They also have a different definition of what an AW is. Outside of NYC there is no rifle registration in NYS. |
