First, thanks for the answers and ideas about blocking a hi cap mag to make it NJ legal.  Now I have another question. I see hi caps mags advertised all over the place for less than I see them at guns shows, and I would like to mail-order some. Can I legally have a hi-cap mag shipped me in NJ? Do I have to have it blocked before its sent, or can I block it the second it arrives in the mail? Or, can I have the mag sent disassembled, would that make it legal, then when I reassemble it, block it then? Is a hi-cap mag in pieces legal?

Most places won't ship high caps to NJ, period. You might find a private party who will ship disassembled or blocked. Even the issue of blocking is a gray area. The whole thing is more or less overseen by the Sturmabteilung, better known as the State Police. Fortunately, this collection of dumb bastards could find their asses with both hands at high noon. Their sole area of competence seems to be writing sppeding tickets on the NJ Turnpike. The high cap law regarding possession is almost universally ignored and to get caught would almost take a conscious effort. I've seen 30s in use openly at two different ranges here and have heard no reports of any questions being asked.
That being said, you have to go with what suits you.
To paraphrase Mr. Mc Cawber from David Copperfield "The law in New Jersey is a ass."

   If you can get someone to ship them to you, I suggest pre-fabricating the temporary blocks that you'll use and have them handy should someone of authority be present when they arrive, which probably won't ever occur.  You are establishing your intent to block the mags in compliance with the current law.

   On the same note, I've been watching this board for awhile and the concensus seems to place a wooden block under the follower and inside the spring.  Does someone have a standard size for the 20 and 30 rounders, so that everyone could follow to forego a trial and error process?  I think that the block should fit without binding, have smooth edges, be large enough to not rattle excessively and work with all types of followers.  We need a standard size for us New Jerseyians.

instead of makign a whole new post, ill ask it here:

if im in NY with a 30 round magazine, and want to pick up a buddy in NJ, then head out to Penn... can i bring my 30 roudner? or do i have to block it? Or cna i just take it appart for the durration fo the trip?

Most cops could care less about them, it is something that is used incidental to an arrest. Same as having hollow points. As for HI caps, if you get them in say PA and they are blocked with apiece of wood before you get to jersey, it is ok
As for the gray area, there is nothing that says permantly blocked.  It was left alone by trenton. They were talking about making it permanent only.
THe onlytimes I saw anyone get busted with hi caps, was criminals and theyhad a full auto AK, a domestic where the weapons were being confisactated ,and an idiot ina pit shooting real fast and using an M1 Carbine, which is a banned weapon.

The 15 round ban on temp-blocked mags will be settled soon and not in our favor.  Evan Nappen,  reports that the State police are planning to change the law to ban temp-blocked mags.  What is most distressing is they are going to do it through a process called Administrative code.  Thay request a change in the law and it becomes law without public hearings or Assembly debate.  The end around way to take more of our gun rights. Write your reps to let them know you are watching them.

i know a guy who got harrassed because he had a hi-cap in his car when a cop pulled him over. he wasn't charged, but got his guns confiscated for 45 days.
