I was reading up on the concealed carry laws in Texas and it defines a machine gun as a weapon where MORE than 2 shots are fired from each single pull of the trigger. So a gun that can do a two round burst is not considered a machine gun in Texas? What gives? And yes, I realize that federal law trumps state law here but why the difference in definitions? Federal law defines it as two or more.

Correct.

I guess somewhere in history it was common to tie two triggers together as one and get two shots with one trigger pull and they did not want to criminalize that. But that is a guess and I have no idea.

Bad math/writing is more likely. Easy for the bill author to have confused

x >= 2
x > 2
x > 1

Over the set of integers, one of those is not like the others.

I am guessing coach guns.
I know I have a 2 trigger coach gun you can fire both barrels at the same time.
I am only guessing at some point there was a single trigger version with something like staged triggers. pull it back far enough to get both barrels instead of pull and release. pull again.
