Seriously. If I walked into my manager's office and said "I didn't read the proposal before doing all this" I would have a pink slip and be in the ER for ass-boot removal.

It was a non-binding resolution. They were basically "Yeah yeah whatever we declare it Juneteenth."

Hell, the FBI just wrapped up the sentencing on Don Hill in 2010.  There were about 20 associated convictions with that investigation. They are currently investigating Patrick Cannon and the Dallas DA (Craig Watkins).  I think Dallas is trying to beat the system by keeping the corruption level so high that the FBI can't keep up with it.  However, the Feds did seize $400,000 in $100 bills from Price in 2012, so I would guess he is going to get attention soon enough.

They may not have read it, but it was read aloud to them.  So not only do they not care enough to read official documents they sign, but apparently they don't even listen to what is being said to them in council meetings.

If even a completely liberal outfit like Dallas Observer thinks John Wiley Price is corrupt...  then it is pretty amazing the guy is still walking free.  Seems like the allegations against him are pretty insurmountable.

He's been there, and besides him physically being there it was just business as usual from what I heard. Access to telephones and so forth, beyond what other  inmate's had. From what I've been told he used his influence as a commisioner to have guards who pissed him off while he was there, fired.

He's a currupt piece of shit who keeps elected by playing the race card for the poor blacks in Dallas.
