What I was asking was, would the dealer have to report the purchase to the ATF, as recently ruled, because TX is one of the border states? as I said in the previous post, no additional paperwork beyond the 4473. per the ATF's rulings, receivers are neither handguns nor long guns. therefore they are not subject to "multi gun" purchase forms. |

I bought two handguns from a store last month. Don't know if they submitted it to the ATF, but I sure as hell didn't complete any additional paperwork.
Back in 2008, when I had an FFL transfer two stripped lowers to me, he did require me to fill out an additional form for the multiple purchase thing. YMMV |

| The multiple reporting requirement only affects hand guns and semi auto rifles. Since lowers are 'other' classification they do not fall within the reporting requirements. I have heard of dealers doing a multi for lowers, however that is likely because the dealer doesn't understand the requirement and/or that lowers are NOT considered long guns. |

The requirement for dealers to report multiple sales of handguns is Federal law. At the time of passage Congress could have easily included long guns, but chose not to do so. The requirement for dealers in the four border states to report multiple sales of certain rifles (not "long guns") has no Federal law to back it up. The OMB believes it has the authority to do so as a Federal regulation. So far Federal judges have agreed. |
