Any? Fear OC would result in 30.06 signs going up. Thus 30.06 will address CC only, 30.07 will address OC only. Ban both will require 2 signs. |

This Thursday, March 14th, several important pieces of legislation will be considered in House Committee on Homeland Security and Public Safety. A word of thanks to House Committee Chairman Joe Pickett (D-El Paso). Campus Carry and Open Carry are being heard earlier in committee this session than in previous ones, always a good sign for gun-owners. Bills on the list to be heard in HSPS Committee include: HB 972 by Rep. Allen Fletcher (R-Tomball) contains language hammered-out over two previous sessions and during one interim study by the Legislature. It would allow adult students, faculty and staff with a concealed handgun license the option of carrying during their day to day activities including while on campus. Two other bills, HB 1077 and HB 1078 filed by Rep. Tim Kleinschmidt (R-Lexington), work toward this end and all are supported by TSRA. These three bills must move through the committee process. Another pro-gun bill of special interest to Texans is HB 700 by Rep. George Lavender (R-Texarkana) to allow those with a concealed handgun license the option of open carry. A major concern has been for a resurgence of PC 30.06 postings on private property targeting those who carry openly but impacting all with a license. This is being addressed by a committee substitute which would create a PC 30.07 sign restricting only licensed open carry. Texas is following Oklahoma's passage of licensed open carry. The Mississippi Legislature is in the final stages toward passing "unlicensed open carry". Note: Homeland Security and Public Safety Committee meets at 8:00 a.m. in E2.010. It is the intention of the chair to hear bills other than those listed above between 8 and 10 a.m. and then adjourn for floor session. Those listed above and several others are expected to be heard when the committee reconvenes. Those wishing to attend should be concerned about parking and understand bills are not always heard in order of posting. This committee hearing may be monitored online at Texas Legislature On Lines. It's embarrassing. Yeah, I couldn't help but mute them out. HB700 is being heard now. 1st witness is for it. I'm glad the committee substitute removed the "level 2 holster" requirement and made the 30.06 only for CC, and would make a 30.07 for OC. |

Older gentleman in a wheelchair now speaking strongly in favor. "The Constitution states we have a right to keep and bear arms, not keep and hide arms" "I've OC'ed in Arizona with no license. There was no problem." ETA: 3 or 4 more witnesses later (all in support of the bill), Alice Tripp is now up speaking for TSRA in support of the bill, referencing how we once had the right and lost it when reconstruction occurred, and how CHL holders are law-abiding citizens. ETA 2: One committee member just asked Mrs. Tripp if we have any problems with people carrying long guns in an irresponsible manner today, to which she replied that we do not. The representative seemed to know the answer and only asked it to help her case. |

I wouldn't say that. The committee's comments seemed positive overall on many of these bills, OC included.
ETA: Also, the committee may desire to add further amendments to the bills after holding the public hearing today. Disclaimer: This is the first legislative session I have ever paid attention to, so others may be more qualified to answer on this. |
