I live in east Texas near Coldspring. I got home yesterday and walked around my property as I do every couple of days and noticed tire tracks. Started following them around and noticed that they came in through the overgrown easement because the driveway is gated and locked. They then went up into and through the yard in front of my house, around the side, down the driveway, and back out the easement.
I went inside and brought up my security camera playback. There were three guys in orange safety vest with hard hats that I could see. One on foot and two in their truck. They stopped at the side of the house and all got out and walked around a bit just out of camera range, got back in the truck, and drove off.
The truck they were in was a white Chevy/GMC quad cab with tool boxes all in the bed. It was unmarked and I couldn't see the license plate. I checked for freshly cut branches thinking that maybe it was the tree cutters clearing away branches from the power lines, but didn't see any fresh cuts.
They looked official from what I could see, but what bothers me is that they were up around the house which isn't anywhere near the easement or power lines.
Is there a way (other than catching them) to find out which agency this might be? Anyone else in the area that's been visited recently?

They didn't go anywhere near the meter.
I think what bothers me the most is that if they were there to do a specific job, then that's great, do it and leave. But these guys decided to drive all over my property (at least 5 of the 9 acres) and that's the part that really gets me. There was no reason to drive through and over my lawn. They could get in and out through the easement but they didn't.

I'd be bothered by this, too. Maybe they refilled their water coolers/containers from your spigot? Is there one on the side where they were out of camera range?

According to the map on this page below (and all the others Ive seen) they aren't going through San Jacinto County at all.

They did mess with the water hoses by attempting to not run over them. They moved one but not the other.

Im in that same area. I've seen alot of tree cutters cutting down dead trees for the power company latley. If the tree that they want to cut is in your yard they have to ask you. There is also some oil and gas people going around but i bet it's tree guys.

Ive seen some around the area too, but they are all marked. Maybe they are with electric or phone co? I barricaded the easement entry with logs as a deterrent, nothing that cant be moved if they are official but hopefully keep out people that don't want to be seen, and added an extra "No Trespassing" sign.

From their actions I would guess they were just lost and came onto your property because they thought they were somewhere else.  Blocking off the spot where they came on and adding the additional sign are good steps to prevent a re-occurance.

Call the sheriff (not 911) and ask; if it were me, I would file a report. Call the water and power companies and your neighbors and ask. You know your neighbors, right?

While it may be common courtesy to inform the owner when the utility companies access/use the easement, it certainly is not any requirement to inform or get your permission.

Paint the handle on the spigot purple, that is the standard color to designate non-potable water. You can get lawn sprinkler heads in purple as well to use when the sprinklers are fed from a non-potable source.

Indeed, but they can confirm if it was their folks or not. I have property that has an underground gas pipeline at the very back of it. One time I went to check on things I found some various survey type stakes and flags around the area. There was logging going on in the area as well so I wanted to make sure it wasn't loggers off course so I called the pipeline company. It only took a few minutes to get transferred to the area tech who was able to confirm that it was indeed them getting ready to fix a bad spot in the pipeline that had been detected by their smart pig internal inspections.

Typical construction crews around here are mostly illegals from south of the border and the kind of water you are talking about is probably pretty much all they know about down there.

Most likly just some guys that used to do jobs for "Humpy" down in Cold Springs.....I'm sure they are very honest!
