J.C. Higgins made prior to 1968 did not have a serial number from the factory. That is actually pretty common on "store brand" shotguns and rifles made before the GCA was passed. The J.C. Higgins branded firearms were sold by Sears back in the day and were made for them by various different companies over the years including big name makers like Marlin or in the case of your Model 31 I believe High Standard, Model 31s were commonly sold through the Sears Catalog or in their stores in the mid to late 1950s. At any rate a Bill of Sale is NOT necessary here in Texas for a private sale. In fact no paperwork is required at all. If you were doing a 4473 or logging it into an FFL bound book I believe you would just write "NONE" for the serial number box.
