My central ac went tits up, so I installed an old 220 Window unit until I can save up for a replacement. I just ran the romex from the breaker box up to the bottom of the soffit and secured it around to the back of my house around 30' away. My neighbor mentioned that might be a problem when the meter reader comes around. Is this unsafe and is it a code violation in Harris County? It's only temporary but I don't want to get a fine.

Your house ? You can do what you want to it,as long as you do it yourself.
If a permit was pulled, and a contractor involved,code would have to be met.

If I was going into your yard to have anything to do with your meter I wouldn't think twice about it.  Your side of the meter loop your business, none of the utilities.  Now if you spliced into our side of the loop it might get a second look

You may also consider labeling the outlet 220V.  The prior owner of my house rewired an outlet for 220V using a normal outlet/3 prong receptacle.  Cost me 2 cordless drill battery chargers before I figured out the outlet was incorrectly wired.

It's temporary and it only goes to one plug that wont accept a standard 110v plug.

If you have no exposed or bare copper exept for the ground wire, so nothing shorts out,
all of your connections covered,
and the wire is sized big enough you should be fine.

Right on about the labeling the plug 220v,  I have seen several things blown up/melted down by unmarked 220 plugs.

If it was going to be more that a couple of weeks, I would do something different.  Make sure it would be rain proof, not that we have that issue right now...
