I have an old Colt 20 round magazine listed on the EE.  I have an offer from someone in Cleveland, Ohio.  He states that the mag is legal for him to own.  Do I have any legal risk in shipping it to him?

No.
No other state has authority over YOU here in Texas for something like that.  
IF the guy in Ohio possess a mag illegally, they can throw him in jail, but they have ZERO recourse against you for sending it to him if you are outside the state of Ohio.





That, and it seems that the Ohio ban is for mags with 31 rounds or more.

If the mag were to be a "No No" in his state, it is HIS problem, not yours.

The "Buyer" assumes all responsibility in knowing and adhering to all applicable state and or muncipal laws that pertain to any and all restrictions
placed on high capacity firearms magazines ..."

The "seller" assumes nothing, nadda, zip, in the event the purchaser of this "device" is detained, arrested and or criminally charged with the possesion of this high capacity firearm magazine - in an unfriendly, socialist type state or regime

Cleveland has a 20 round limit, so a 20 round magazine is legal.

Actually the Ohio Supreme Court case upheld the state's firearms preemption laws, so Cleveland's more restrictive laws are now preempted in favor of the more relaxed Ohio state law.
