I have family in Texas interested in purchasing an AR15.
Can the sale of a long gun be done FTF (legally) without an FFL?

Hmm, you're from PA, I gather you're going to bring the item to Texas and sell it to your relative. Since you're not a resident I think you still have to go through a FFL, technically speaking. But what you and your relative decide to do is up to you. Someone who knows more will be coming along soon.

The family member, a Texas resident, would be purchasing from another Texas resident (probably out of the EE - hint, hint), not me.
I'm doing the research for him.

Doesn't PA state law mandate that even in-state transfers of handguns be conducted through an FFL? Does that also apply to long guns? If so, then I would caution against trying to circumvent PA state law, much less federal firearms laws. YMMV.

A resident of Texas can buy from / sell to a resident of Texas without involving an FFL.

A resident of Texas can not buy from / sell to a resident of another state without involving an FFL.

Texas allows the FTF transfer of firearms without using an FFL.

Federal law allows a transfer between Texas residents without using an FFL

Someone who is NOT a Texas resident may only purchase a long gun from a licensed firearms dealer. (no individual FTF sales to non residents). Handguns may only be purchased from or transfered by a dealer in your own state.

This could be a little misleading.  It might sound like private individuals in their own state can't sell to other residents of the same state.  That is not true (at least by Federal law).  I think what was intended was that while you can buy a long gun from an FFL dealer in another state (for sure in neighboring states to TX), you can't buy a handgun from an FFL dealer in a distant state like PA if you are a TX resident.
