I want to build a rifle and under N.J. law when I buy a lower would I use my FID card or will I have to get  a handgun permit ?

You can just use your FID card to buy lowers.

thanks I thought since you could make a AR pistol out of it I might have to have a handgun permit

The AR pistol is pretty much a pipe dream in NJ, so its its pretty much a non issue. If you were to use the lower to build an AR pistol then you would need a pistol permit.

I know that's the reasoning that some stores in PA, and some sellers at gun shows use, but there's no legal requirement for a PPP. Some sellers just won't sell them to NJ residents because they're worried about liability.

You can't buy them in PA because a receiver gets transferred as "Other Firearm" (not "Long Gun") on the 4473. Under federal law a dealer can't sell one to a resident of another state.
