Does the stock need to be fully extended or does it just need to be pinned?

Doesnt matter where as long as it meets the rifles OAL requirement.

Yep - you can own 6 rifles with each stock pinned in a different position - but you can't own one rifle with a stock that can change positions.  Therefore, the ban on collapsible stocks encourages NJ gun owners to own 6 scary black rifles, when one would do

^^^^  This!!
I like mine in #4 for bench-rest and prone, but #6 for standing.  Was just talking to someone on Sunday about feeling the need for another lower.  NJ makes me waste $375+XFER+NICS just to be comfortable.

Does anyone have an official reference to that OAL requirement?

HERE

Civilians are prohibited from possessing silencers, shotguns
with an overall length less than 26 inches or a barrel less than
18 inches, and rifles with an overall length less than 26 inches
or a barrel less than 16 inches in length.

You should not have to worry about the OAL bullshit. If you have an AR with a 14.5" barrel and a 1.5" comp pinned that has a collapsible stock all the way forward pinned in place, it will still be 31"-32"

Thats pretty much as short as you can get without going into NFA territory which we obviously cant have in NJ anyway.

Just dont go pinning an Underfolder AK folded in place or some impractical bullshit and you should not have any problems.

Straight from the NJ Statutes:

2C:39-1o:
"Sawed-off shotgun" means any shotgun having a barrel or barrels of less than 18 inches in length measured from the breech to the muzzle, or a rifle having a barrel or barrels of less than 16 inches in length measured from the breech to the muzzle, or any firearm made from a rifle or a shotgun, whether by alteration, or otherwise, if such firearm as modified has an overall length of less than 26 inches.

2C:39-3b:
Any person who knowingly has in his possession any sawed-off shotgun is guilty of a crime of the third degree.

The whole goes through the track in the buffer tube and is below the spring line height.  It also hits the upper part of the track for the lower half.  It is a 3/8" roll pin that probably won't come out with dynamite.  I may JB Weld it just for the heck of it.

I cleaned up the area around the whole and the cheek piece.  I snapped two drill bits doing this so I'd make sure I had a good one first.  I'll be pinning a spikes C4 next, I just got one for my other build.  I am using a POF lower on the gun I have (goes well with the Rainier upper) and going to use the AR15.COM billet on a 14.5" (+1.75 to make it legal) Battlecomp 2.0
