I'd almost put money on it being 'force policy', not 'health and safety rules'. The latter dumps the blame on the HSE which probably isn't the case. Regardless, a tragic incident and loss. |

Health and Safety is about common sense backed up by guidance, education and awareness. There is no law that says firemen shall not go down holes to rescue people. The daft rules are made up by policy types who lack knowledge or common sense and don't understand the concept of a dynamic risk assessment. |
