It's not my set up but it looks like a Daniel Defense M4 model AR.  It could be self built, but DD does make pretty much that exact same configuration from their plant.

I run all four mag pouches in the front with the pistol pouch where they would be on my everyday carry belt. The tech locks are fully adjustable and customizable for any belt set up.

I run it like a utility belt so i don't have to keep putting them on the belt each time i want to have fun. how you see it is how i run it.

it takes a lot of force to get them to do that but there adjustable so you can make it as tight as you want.

Desirable qualities, those... Oh! We're talking about mag pouches...

I've been thinking about setting up a "battle belt" and using BladeTech's AUG pouches for my MSAR mags...

Willy held them in his hand by the bottom and shook for 5 mins and was able to pop one mag out. I doubt that kind of force could be duplicated while fixed to your belt. Seem utterly reliable to me.
