I understand that AR is a must notify a LEO if you are carrying. Not an issue there. Was thinking though. What happens if you're standing outside of your vehicle chatting with friends but your weapon is inside your vehicle you happen to be standing next to? So LEO makes contact, reason does not matter, do you notify or not? I'm gonna presume NO because you're not actually carrying at that point. But what happens if you get Mr JBT? lol
Didn't happen to me but was just considering possible circumstances. All these things are running through my head. Cooperate? Am I being detained? Etc, etc, etc |

Per Admin Rule 3.2, it explicitly states that you must notify if you have a concealed weapon in your possession when asked for identification. I would say if it is in your vehicle then you are not in possession, therefore there is no duty to notify, at least according to a strictly literal interpretation of the rule.

| I think we can all agree that putting armed people at ease is a prudent idea. Even when not carrying, if I'm likely to be ran through acic, I'll say: "sir, I'm not carrying right now, but when you run me, it'll come back with a valid chl". It keeps them from being surprised when they do run you and see it. It also helps show that you're being open and honest. |

Thanks, I'll start doing that When I got my first CHL license back in Ohio I was taught by the lead attorney for the Buckeye Firearms Association (the leading state RKBA group) to inform the officer that you have CHCL, tell them if you are carrying and where the firearm is, if you are in a vehicle keep your hands in plain sight and don't move them, and then ask if the officer has any instructions for you. I've been stopped twice since having a CHCL and used what I've learned above and the officers involved have been very appreciative and reasonable. Walked away with warnings on both stops. |

To make a long story short, he gave me a bunch of crap because I didn't hand him my CHL when he asked for my drivers license. I did not have my handgun in my car since my job does not allow it. Yes they do random searches:( I tried to explain to him that I was not required to give him my CHL if I was not carrying but he kept giving me crap about it so I finally just handed it to him and said something like "here, knock yourself out". He obviously had never read that part. What pisses me off the most, is that I didn't have anything with me to show him that he was wrong. |

Well there is a distinct difference between when you legally must notify per statute, and when it is common sense to let them know to avoid any potential JBThuggery. Legal requirement is outlined above - let your conscience be your guide if you should notify when not carrying, etc. |

When he walked up to the truck I guess he was kinda surprised to see an old gray headed fat guy instead of the young punk kid he was expecting to stop. He asked for my license and ID and lectured me on how he could write me a $125 ticket for windows being too dark. Now this is an old GMC pickup that I got from my 91 year old dad after he died in 2012. He had bought it used and it already had the tint on the windows when he got it. He drove it for about 10 years with no problems and I had driven it all over the state for 18 months before Mr Ravenden's Finest pulls me and my wife over. Anyway, after the 5 minute lecture on the $125 ticket he"could" write me, he checks my license and comes back and starts on my ass about not showing him my CHL and now he's wondering what else I'm hiding. I generally carry but didn't have anything on me that day. He lectures me some more about how he could give me another $125 ticket for not showing my CHL. I knew I didn't have to show it since I wasn't carrying and it really never entered my mind to show him since I wasn't carrying. When I told him I wasn't carrying he told me that since I had the license I was required to show it whether I was carrying or not. Rather than arguing the law and risking getting either 1 or 2 $125 tickets I just apologized and told him I'd remember the next time. |

I was pulled into a weigh station in Texas yesterday. The trooper that approached my truck was courteous and professional. I advised him that I had a valid CHL and was lawfully armed. His response was "Excellent." He then asked where "it" was and I told him on my right hip. Nothing else was said about it during the rest of the inspection. |

Handed him my license and registration, he went back and ran me, came back and went off about not presenting my carry permit. I explained if I wasn't armed I wasn't required to produce it. He disagreed. I tried to explain it would be like having to produce your fishing license when you weren't fishing. He was adamant I needed to produce even though I wasn't carrying. Gave me a warning for the headlight and sent me on my way. Next day I called and had a nice chat with his boss. The officer called me later to apologize for his lack of knowledge of Arkansas CHCL laws. |

I'm not sure how the commission works, but they are certified LEOs as opposed to mall ninjas. |

With JUST your name I can Query Name File (QNF) and pull up every John Doe in Arkansas with the town they live in listed. From there, choose the town the LPN is registered and bingo. While I worked in a communications center I'd say a competent dispatcher can do that in, 45-90 seconds. Side note if you live in Conway, Conway Corp puts ALL your information in a gigantic pdf, (called "the Book") and give it to the police every 6-9 months. An entry is never removed, just added on to. Ive seen people that lived in town for 10 years, every address, every phone number, every late payment. All without a warrant. Very shady. |
