Pacific Northwest tribes from Oregon to Alaska use that style of artistry. Totem poles and the like are done in the same style. UAF has a great art program and art history collection from a lot of Pacific Northwest people, maybe you can get in contact with a professor and get some info.

This is what the person at the UAF art department also said. She is going to show it to a professor when he returns in the fall.
